Child Protection Procedures for Primary and Post-Primary Schools 2017
New Child Protection Procedures for Primary and Post-Primary Schools 2017 were published in 2017. The new procedures take account of the Children First Act 2015 and the Children First National Guidance 2017.
These procedures apply to all recognised primary schools. Most requirements of the new procedures came into effect in December 2017, while schools must meet the new Child Safeguarding Statement requirements by 11th March 2018. Children First National Guidance 2017
Children First - National Guidance for the Protection and Welfare of Children 2017 outlines the new statutory obligations for mandated persons such as teachers, and to organisations such as schools under the Children First Act 2015. It also sets out the best practice (non-statutory) obligations for all sectors of society. A Guide for the Reporting of Child Protection and Welfare Concerns has also been published.
The new procedures give direction and guidance to school authorities and to school personnel in relation to meeting their statutory obligations under the Children First Act 2015 and in the continued implementation of the best practice (non-statutory) guidance set out in Children First National Guidance 2017.
reporting procedures to be followed by registered teachers in respect of their role as mandated persons, including a requirement to liaise with the Designated Liaison Person (DLP) and, where applicable, to submit mandated reports jointly with the DLP to Tusla;
guidance and direction for schools in relation to meeting their statutory obligations in relation to Child Safeguarding Statements;
significantly enhanced oversight measures which are aimed at ensuring full compliance by schools with the Children First Act 2015, Children First - National Guidance for the Protection and Welfare of Children 2017 and with the DES requirements as set out in the procedures for schools;
all Boards of Management are required to have a Child Safeguarding Statement from 11th March 2018.
Training is required by school staff and the Board of Management. Continuing professional development (CPD) is available to support schools in the implementation of the new procedures.
